TeraMed Aligns with the Belém Declaration to Shape the Next Generation of Green Industrial Systems in the Mediterranean

The TeraMed Initiative has endorsed the Belém Declaration on Global Green Industrialization, during the Ministerial Roundtable on Industrial Decarbonization at COP30 in Belém, Brazil. The agreement marks a significant commitment to accelerating a clean industrial transition across the Mediterranean.
For TeraMed, the Declaration provides a powerful global framework that supports the initiative’s mission: scaling renewable energy deployment, modernizing electricity networks, and enabling competitive low-carbon industrial value chains across the region.
Rooted in a region that combines exceptional renewable resources, strategic geography, and strong industrial potential, TeraMed views green industrialization as a central pathway for economic resilience, competitiveness, and shared prosperity. The Belém Declaration’s principles, focused on clean technology scaling, coordinated industrial planning, and equitable access to the green transition, align closely with the priorities of Mediterranean countries seeking to connect clean power with the next generation of sustainable industries.
“This is a pivotal milestone for our green industrialization workstream,” said Dr. Jauad El Kharraz, Co-Chair of the Mediterranean Clean Energy Network (MEDCEN) and Coordinator of the TeraMed Initiative.
He emphasized on the fact that renewables are the foundation of any credible green industrial future. “TeraMed’s vision extends beyond deployment: it is about using clean energy as the backbone of sustainable, competitive industrial development across Mediterranean countries.”
He added: “Green industrialization is ultimately an engine of prosperity for Mediterranean societies. By supporting the Belém Declaration, we anchor our regional mission within a strong, coordinated global effort.”
Accelerating Regional Progress Toward a Clean Industrial Future
With its endorsement of the Belém Declaration, TeraMed will intensify efforts to:
- accelerate renewable energy deployment across the Mediterranean,
- modernize and strengthen electricity grids and interconnections,
- unlock new green industrial opportunities, including green hydrogen, mineral and materials decarbonization,
- mobilize sustainable finance and deepen regional cooperation to scale competitive low-carbon industries.
The Declaration builds on frameworks such as the Glasgow Breakthrough Agenda and the Dubai Industrial Transition Framework, but places greater emphasis on real-economy transformation. It calls on governments, regional initiatives, and the private sector to coordinate the planning and scaling of the next generation of clean industrial systems.
Initiated by the Government of Brazil with support from the United Nations Industrial Development Organization (UNIDO), the Declaration underscores the importance of strategic cooperation, technology integration, and fair access to the benefits of industrial decarbonization.
A Global Coalition Reinforcing the Mediterranean’s Voice
The Belém Declaration is backed by a growing coalition of governments committed to accelerating global green industrialization. The founding government signatories include:Brazil, Germany, Indonesia, South Africa, Republic of Korea, and United Kingdom.
This governmental leadership is reinforced by major international organizations and global initiatives such as:
UNDP, UNCTAD, UNIDO, ECLAC, AFREC, EBRD, SEforALL, REN21, ClimateWorks Foundation, Climate Imperative, Breakthrough Agenda, the Global Renewables Alliance, Global Solar Council, Global Wind Energy Council (GWEC), the Global Cement and Concrete Association (GCCA), the Net Zero Industrial Policy Lab, the Centre for Sustainable Structural Transformation (SOAS, University of London), the TIDE Centre at the University of Oxford, the World Business Council for Sustainable Development (WBCSD), and the World Steel Association.
With its strong partnerships and regional mandate, TeraMed is well positioned to help Mediterranean countries translate COP30 commitments into concrete programs, investments, and industrial strategies in the run-up to COP31.
